How to Get a Codice Fiscale in Italy: The Complete Guide

Before you can buy property, open a bank account, or sign any contract in Italy, you need a codice fiscale. Here's exactly how to get one.

If you are planning to buy property in Italy, the codice fiscale is the first piece of bureaucracy you will encounter — and the most essential. Without one, you cannot sign a purchase contract, open a bank account, register utilities, or do almost anything official in Italy.

The good news: it is free, straightforward, and can be obtained before you ever set foot in the country.

What You Need a Codice Fiscale For

The codice fiscale (literally: tax code) is Italy's national identification number. As a foreign buyer, you will need it for:

  • Property purchase contracts — the notary cannot proceed without it
  • Opening an Italian bank account
  • Filing Italian taxes — including IMU (property tax) if you own Italian real estate
  • Setting up utilities — electricity, gas, water
  • Applying for Italian residency
  • Accessing Italian healthcare if you become resident

It is also required for many seemingly minor things — signing a rental agreement, registering a vehicle, or obtaining a SIM card.

How to Get One Outside Italy

The most efficient route for foreign buyers is through the Italian consulate in your home country.

What you need:

  • A completed Modello AA4/8 form (downloadable from the Agenzia delle Entrate website)
  • A valid passport (original, not a copy)
  • Proof of address in your home country (a utility bill or bank statement)

The process:

  1. Book an appointment at your nearest Italian consulate (wait times vary — book early)
  2. Bring your completed form and documents
  3. The codice fiscale is issued immediately or within a few days
  4. It is free of charge

How to Get One in Italy

If you are already in Italy, the Agenzia delle Entrate (Italy's tax authority) issues codici fiscali at any of its offices. Major cities all have offices, and the process typically takes under an hour.

You will need the same documents: passport and a completed Modello AA4/8. No appointment is usually required for this specific request, though waiting times vary by location and time of year.

Yes. A notary, lawyer, or agent in Italy can obtain a codice fiscale on your behalf via power of attorney (procura speciale). This is common for buyers who are not yet in Italy and want to move quickly on a property.

If your purchase involves a trusted local representative, ask them to handle this as part of their service. It is a routine task.

What It Looks Like

A codice fiscale is a 16-character alphanumeric code generated from your surname, first name, date of birth, sex, and municipality of birth.

For example: RSSMRA80A01H501U

  • First 3 characters: consonants from surname
  • Next 3: consonants from first name
  • Next 6: date of birth (YYMMDD format, with female birth months adjusted by +40)
  • Next 4: municipality or country code of birth
  • Final character: a check digit

Your codice fiscale is permanent and does not expire. If you believe your code has been calculated incorrectly, the Agenzia delle Entrate can issue a correction.

Does it expire? No. Once issued, your codice fiscale is yours for life.

Can two people have the same code? In rare cases of identical personal data, the system adds a suffix to differentiate. In practice, this almost never affects property buyers.

Do I need to be resident in Italy to get one? No. Residency is not required. Non-residents are issued codici fiscali routinely.

Does my name need to match my passport exactly? Yes. The name on your codice fiscale must match your passport precisely, including any accent marks or special characters. Ensure consistency from the start — discrepancies cause problems at the notary.
